Since 1st January 2012, turkish authorities have introduced an Advanced Manifest Rule. According to current information there will be no grace period, i.e. carriers have to be compliant as from day one of the legislation.
The Turkish Advanced Manifest Rule is similar to rules already in place on for example US trades and intends to risk assess any shipments to or via Turkey. Ocean carriers have to submit the summary declaration to the Customs administration 28 hours before the vessel starts operations in the port of loading.
To comply with this rule, shippers are required to submit correct and complete shipping instructions to the carrier before the AMS closing mentioned on your booking confirmation. In order to enable the shipping company to process all shipping instructions correctly and in time the AMS closing will be set 48 hours – 2 working days – before the deadline the carrier has to submit the summary declaration.
Following data elements will be required from Turkish customs and therefore need to be included in your shipping instructions :

The same regulation will be valid for shipments of empty containers e.g. empty cleaned tankcontainers.
There will be dual filing for NVOCC cargo. All NVOCC have the possibility to register cargo with Turkish Customs their selves, which has to be stated clearly on the shipping instructions.
The implementation of the Advanced Manifest requests a substantial increase of costs to the shipping companies for the adaptation/reorganization of the Documentation Dept. worldwide to the new Rules.
